The Quality Management System (QMS) based on the process approach is implemented and operates at “Signal” Engels Design Bureau named after A.I. Glukharev JSC.
The Quality Management System conforming the requirements of the ISO standards was implemented in 2000.
The effective QMS conforms the requirements of the GOST R ISO 9001-2008, GOST RV 15.002-2003, and AS 9100:2009 that is documented in the Conformity Certificate No. VR 02.1.4669-2011.

4 Quality Department
There is the Quality Department in the structure of “Signal” Engels Design Bureau named after A.I. Glukharev JSC.
The aim of the Quality Department is organizing works on control and analysis of the QMS conformity level and products quality degree in accordance with the specified requirements, customer’s anticipations and coordination of actions on constant improvement of the QMS processes and manufactured products quality in all life cycle stages.
The head of the Quality Department is Deputy Director on Quality.
The Quality Department contains:
- inspection depa.rtment;
- metrology and testing department;
- quality management bureau;
- claims and warranty bureau.
The Company has developed the Quality Policy and its Aims.
Deputy Director on Quality regularly analyses the Quality Policy and Aims and the QMS operation in order to improve it, on the basis of managers’ reports, inner and outside audits of the QMS, Protocols of Quality Days and Coordination Committee. The quality of manufactured goods is confirmed with test results under the supervision of Quality Department.
5 Stages of the QMS creation and development:
On 25.04.2000 the Report on the quality management system conformity to the requirements of the GOST Р ИСО 9001-96 and to the SRPP VT standards (Report R-SK.A07.03.0016-2000 issued by “NMC NORM” Joint-Stock Company) was received as a result of the QMS certification; As a result of the QMS recertification:
On 16.09.2002 the Conformity Certificate certifying the QMS conformity to the requirements of the SRPP VT standards and GOST R ISO 9001-96 was received (the Conformity Certificate No. VR 02.112.0204-2002);
On 08.12.2005 the Conformity Certificate certifying the QMS conformity to the requirements of the GOST RV 15.002-2003 and GOST R ISO 9001-2001 was received (the Conformity Certificate No.VR 02.112.0955-2005);
On 04.12.2008 the Conformity Certificate certifying the QMS conformity to the requirements of the GOST RV 15.002-2003 and GOST R ISO 9001-2001 was received (the Conformity Certificate No.VR 02.1.2174-2008)
In December 2009 the Quality Management System was subjected to inspection, the operation range of the Conformity Certificate extended to the requirements of the GOST R ISO 9001-2008. The Conformity Certificate No. VR 02.1.2788-2009 valid till 04.12.2011.
On 01.12.2011 Conformity Certificate certifying the QMS conformity to the requirements of the GOST RV 15.002-2003, GOST R ISO 9001-2001 and AS 9100:2009 was received (the Conformity Certificate No. VR 02.1.4669-2011).

The Quality Management System of “Signal” Engels Design Bureau named after A.I. Glukharev JSC, as of an aircraft component parts supplier has been approved by “Perm Engine Company” (Approval Letter No. 007 of 10.08.2010), “Aviastar-SP” CSC (Supplier Approval Certificate No. О.0027.10К of 05.10.2010), “Aviacor-aviation plant” OJSC (Supplier Approval Certificate No. 7010409 of 31.08.2007), “Tashkent Aircraft Production Corporation named after V.P Tchkalov” (Supplier Approval Certificate No. 42 of 10.07.09), “Gidravlika Ufa Aggregate Enterprise” FSUE (Supplier Approval Certificate No. 47-39/7 of 14.02.11), “Aviation Complex named after S.V. Ilyushin” OJSC (QMS Approval Certificate No. 594 of 10.03.2010), SE “Ivchenko Progress” (Approval Letter No 79-03/3934 of 08.11.2010), “PMZ “Voskhod” OJSC (Supplier Approval Certificate No. 10/850 of 11.11.2010) and other aviation companies.
As a result of the achieved high degree of quality and competitiveness of manufactured goods and according to the results of the Contest Program “The best 100 goods of Russia” products of “Signal” Engels Design Bureau named after A.I. Glukharev OJSC were entered into the Catalogue of The Best 100 goods of Russia, thus the enterprise was awarded with diplomas of the Program for the following devices: heat-resistant pressure switches type МСТВ (Diploma No. 2007640100901), heat-resistant autocontrol sensors type ДАТ (С) (Diploma No. 2007640100902), pressure drop switches type СП-Э (Diploma No. 2007640100903); the Company was given with the High Quality Mark of QCS (Quality Certification System).
On 22.03.2007 at the XIV ceremony of the international award “European Standard” rewarding in Strasbourg, by decision of European Public Committee and Berlin Expert Institute in commemoration of merits in rapproachement of Russian and European standards in business and social life “Signal” Engels Design Bureau named after A.I. Glukharev OJSC was awarded with the international award “European Standard».
The award was registered by the European Committee (International Mark Registration System WIPO) and given by experts of four countries: Germany, France, Russia and Switzerland.
In the opinion of international experts the “European Standard” award is equal to the Certificate of Conformity of the company’s goods, its brand and corporate management to the European Standards.
The director of the laureate company is awarded with the right to be incorporated into European Managers Club headed by Walter Schwimmer, General Secretary of European Council in 2000-2004.
On 24.09.2007 in Oxford, GB, by decision of European Business Assembly “Signal” Engels Design Bureau named after A.I. Glukharev OJSC was awarded with the “European Quality” award for continuous efforts to achieve high quality in accordance with the European Standards. The awards presented by European Business Assembly are the highest appreciation in the sphere of politics, business, industry and science all over the world.
